I don't know how deportation really works in Canada, but I would have thought that before someone is booted from Canada, someone (Dept of Immigration, CBSA etc) would make sure that the other country would take them back.

One would think that this person was a citizen of Cuba which is why he / she was being taken there. I can't think of any reason that a country is not under some obligation to take their own citizen in. But I guess stranger things have happened.
