Advance Saver rate higher than Best Flexible rate

I have booked a night at the Holiday Inn Prague Airport at a (flexible) corporate rate.

When checking whether it would make sense to change to a prepaid rate including breakfast, I noticed that, due to a surcharge for the 2nd person, a standard double room is more expensive when booked on the Advance Saver rate than on the Best Flexible Rate, e.g.:

Standard Room Best Flexible - 2 persons - € 93,00
Standard Room Advance Saver - € 84,00 plus € 15,00 for 2nd person = € 99,00.

The same applies to the Best Flexible with Breakfast vs. Advance Saver with breakfast ( € 108 vs. € 99 + € 15 ).

For a single room the Advance Saver rate works out cheaper, but why would they charge for an extra person only for the Advance rate and not for the Best Flexible rate? Does that make sense?

By the way, for a suite, both rates are the same ( € 155 vs. € 140 + € 15).

Has anyone experienced that before?
