I can't imagine the noise was from something on floors 10-12. For others, I'd suggest higher floors if you'll be in your room during the day and are noise sensitive.
Other than the noise during the day, there are no indications of construction on the property. In fact, I'm surprised there wasn't a letter in the room indicating why we might hear noise during the day, and an assurance that it would end by 5 or 6 pm.

As indicated on our website, soft refurbishment of our guestrooms has commenced. Level 10-14 are currently closed. Work commences at 9.00 am. to 6.00 pm. Monday – Friday, when many guests are out of the hotel rooms. On Saturday, work is limited to painting and refinishing of timber – that is no noise at all. Exhaust fans are used to suck any fumes through the open windows; elevator shafts are sealed to prevent fumes from entering the hotel and contractors’ access is through the back of the house only. In this way, we contain the potential inconvenience to our guests. A letter is in place in the rooms advising guests of the work being undertaken. I hope that this clarifies the situation.
