This is not just for TATLs. I got a similarly astronomical "international surcharge" on a TPAC I just booked (five flights on UA metal, one codeshare on ANA) — it's still a decent fare in total for this particular trip, but these creative fare structures that shift more and more of the cost to so-called fees just rub me the wrong way:
