I'd hazard a guess that (unofficially of course) VN has most of the control (financial and otherwise) of K6 regardless what the Cambo gov claims.
According to their marketing, VN controls a 49% interest while the Cambodian Government has 51%. But based on the operations and everything else, it was clear that VN was running the ground show.
