i was under the impression that they would always supply continental breakfast vouchers and possibly a drink coupon.
Also, what is the official policy about charging for water in the room if there i only 1 comp water and an another one with a relatively exorbitant charge attached..

Unfortunately, you don't get anything at all in such a situation. That's the official situation. And this is a weakness of the SPG program. I'd expect an alternative "in the same value" in hotels without lounge. But instead, you don't get anything at all
Very very very few hotels care about you and offer you some replacement.
