As was discussed in previous threads, this is not necessarily a good thing. OP bypassed many who were legitimately ahead of him, causing at least one of them to not receive the upgrade he was going to.
In the long run this leads to disgruntled FFers and damages DL's reputation of rewarding the elites (not that there's much there these days).
In this case OP is a PM, but there have been cases of this happening to FO's.

A bug is a bug, and should be fixed. Next time OP will complain about how he was #1 and then someone got in ahead of him from nowhere.
