I don't know "official", but this is what I'd expect as a PLAT.

In my few experiences where the hotel has a lounge, but it's not open for some reason, I've received 2 full breakfast buffets in the restaurant. Also, I was givent 2 drink coupons. In this situation the breakfast is NOT an amenity choice. I'd still choose the 500pts for my amenity.

If the hotel has a lounge that's operating, there is no option of a breakfast as a PLAT Amenity choice. Your breakfast must be taken in the lounge. You should then still get your 500 pts for your amenity. Some properties in Asia (elsewhere?) have been known to allow guests the choice of lounge or restaurant breakfast, while still earning your 500pt amenity.

As for the water, if there's a price tag on it, you pay for it. If you need more complimentary water, all you can do is ask the housekeeper or dial Service Express. You may get some.
