What is the official policy for a replacement amenity if the hotel does not have a lounge??

i was under the impression that they would always supply continental breakfast vouchers and possibly a drink coupon.

Also, what is the official policy about charging for water in the room if there i only 1 comp water and an another one with a relatively exorbitant charge attached..
