I made some calls to both TMO and Best Buy and it appears the cheapest route is to buy the GS4 from BB for TMO at 299, sign the contract, cancel the next day, pay the 200 ETF (plus about $20 to get an unlock code from a third party) and the 35 activation fee - all in should save about 75-80 over the outright purchase and I get the TMO model which should accept my Straight Talk ATT network SIM after the unlock.

The only thing I'm concerned about is getting access to ATT HSPA+ (not LTE) while on Straight Talk, although all the frequencies line up correctly.
