The NH flight arrives at 9:00 pm. While it is possible you might make it through to catch the last Narita Express at 9:44, I wouldn't count on it. There are, however, several later options on the Keisei line that depart after 10. The last Skyliner is at 10:18 but there is a Sky Access train at 10:29 and a mainline limited express at 10:39 pm. All the Keisei line trains connect to the Yamanote Loop Line at Nippori, so you could get anywhere in mid-town by 11:30 pm.
