Headrest Needs to be Flat (Not Folded) During Takeoff/Landing?

I know the reason for keeping the headrest down during takeoff and landing but I encountered an FA that wanted my headrest unfolded (flat) yesterday on an A319 flight.

The FA was excellent so I doubt she just made it up.

Is there a rule for it (on UA or any airline)? She said the reason is to avoid my head hitting it in case there is an accident.
