US requirements state it needs to be part of an international itinerary. QF tends to restrict it to QF international itinerary only, partly as a result of complaints many years ago from UA (who operate SYD-MEL).

QF has been known to move people booked on QF107/108 between LAX and JFK without flights to/from SYD/MEL/BNE to AA.
