1. Yes you can request a credit balance refund.
2. If I read your question correctly, you want to transfer the existing balance between cards? Won't work for 2 reasons. 1. Chase doesn't allow balance transfers between Chase cards. And 2. Even if you could transfer balances, it wouldn't help with the spend requirement for any bonuses.
