Of course I've still never gotten my accounts reinstated. So that may be the only difference... assuming as we all hope that Happy does get her account unlocked with no adverse action taken.
They are not going to ignore you when you call and not get back to you if they said they will.
It is made clear to me the review is for how points are earned.
Also, I believe your lengthy conversations all happened AFTER your CCs are already shut down, i.e. adverse action has already been taken. You should contact the Exec Office to try to get your CC accounts back.
What I am trying to do is to make the case escalating the chain and get truly reviewed upon before it is indiscriminately killed by some idiots without actually reviewing it. Knowing how lousy Citi's IT is, once a bad mark is put on your SSN, even it is an account closure due to inactivity over 2 years, can still cause a very negative result in their algorithm to calculate risk factor. We have seen this happened before. That is why I try to get this resolved instead of waiting passively for the unknown outcome.
EDIT:
theHawk is right. There is no difference in the eventual outcome. The time and energy spent on trying to resolve this with Citi is a pure waste. Should file complaint with government agencies after wasted a week without making any progress trying to work with Citi.
