LCY to BCN flights cancelled but can't get to LGW by public transport for new flight

I have had a quick search but not been able to find an answer. Friend was due to fly LCY to BCN in July around 7.00am. BA have cancelled their flight and moved them to a LGW flight around the same time. Unfortunately they can't get to LGW by public transport for the 7 am flight. A later flight will incur a late arrival cost from their accommodation.

They have called BA who initially said they can't help. I think they are protected by EU261 and should have the cost of travel from LCY to LGW paid. The LCY flight is cancelled as BA have decided to use the aircraft for their Granada rotation so not exceptional circumstances.

Any views on what they can do?
