Not the way I read it. Not the way I saw it when checking in at MAN, or on the plane either. Most passengers stuck to one bag only, unlike a flight with BA or AF where bag + laptop is a very normal sight.

There were a few abuses of hand luggage (i.e. people leaving bags with none travelling relatives while checking in) and the gate staff were sanguine about this (one family had three bags each).

Edit: I even decided to forgo taking a camera (separate small bag in addition to my one bag) based on advice from this forum.
