They give you 15 minutes and they TELL YOU where you can go return your bike. Or you can get the app and look shortly before you get to your destination to determine the best place to drop off the bike. I don't know for sure, but I think it should tell you how many spots are open at which locations, so you'd have an idea of the risk that someone else takes the last spot before you can get there.
NY1 did a piece about Citibike the other day and mentioned the problem about returning the bike on time if your initial designation is full. Where they tell you a space is free may not be nearby. In addition, there was no mention of giving the cyclist any idea about the # of spaces available at other locations.
