Some states require regular inspections, not just for emissions. There can be government run inspection stations or one can be required to get a sticker or certificate from an authorized repair garage.
MD, NY & NJ all require annual safety inspections + random emissions (depending on age of vehicle) which might include lights, signals, tires, seat belt, engine lights, gas cap, etc.
However, that is a far leap from verifying the integrity of a vehicle for rust. A good percentage of mid-west & NorthEast vehicles would be taken out of service.
