I was never worried about missing anything there, and I never rent a car for NYC. Also, I have never flown into any of those airports in order to drive upstate, out to Long Island, etc. When I have flown into EWR, I have always been picked up by relatives. So, the chance of me personally observing those Avis locations is relatively non-existent.
