The arrogance of traveling Americans never ceases to amaze me. You expect the hotel to leave the heat or AC on in your room all day so that you can be comfortable when you get back, because that's how it's done back in 'merica where energy is cheap and wasting it is fashionable? Unless the system is broken, it doesn't take "hours" to get to a decent temperature. Put on a sweater while you wait. If the European locals can handle it, so can you.
North America is a very large area of land, all sorts of climates and a pretty wide variety of cultures, and I dare say greater genetic diversity than Europe.
