Hm, is it possible this transfer security isn't always open? I recall having done it once but at on at least two occasions I've not found any such thing and had to go out the doors after the baggage recheck and turn left and walk the length of the terminal to an elevator which was more like 200m away and took you to the regular domestic checkin area.
I never have any checked luggage so maybe it's possible that the attendants at the carousel just assume I'm not transferring and hide it from me...
Fwiw I'm not on the anti-YYZ side. There are things which could be improved (luggage delivery time!) but it's definitely way nicer than transfering at a US airport.
One thing which would make the airport infinitely better for me would be if you could turn left after Immigration -- before going downstairs to the luggage carousels -- and go straight to the transfer entrance and bypass security. There's even a corridor there but it's not open. If you have no checked luggage there's no need for the redundant security check since you never had access to any bags.
