Sorry, no TSO would EVER be allowed to touch my pet without my hands on the dog at all times. Not that my dog would let anyone other than someone he knows carry him around anyway. Family members and friends he's interacted with before, sure, but he would bite the face off of a TSO that tried to pick him up. That dog always has been a good judge of character.
