She would likely be approved for the Discover It (12.99% to 18.99% APR). I say likely because a lot of people get approved with FICOs around 650-700 without any collections or lates, usually always if 700+. 5% off gas starts June 1st. You get $50 cashback with one transaction within the first three months as long as you use the link to apply.

Discover pulls Equifax and TransUnion.

PenFed Platinum Rewards (9.99% APR) would be a great card too. 5% off gas, 3% off groceries, and 1% off everything else, all the time. 1 Point = $0.01 so I used percentages. But you have to join the Pentagon Federal Credit Union first and then apply for their card. It's a great credit union to start a relationship with. They gave me my highest credit limit ($3,500) at the time two years ago. It's harder to get. I probably wouldn't apply without at least 720 FICO.
