If you can find a nearby room for $74, then each cert costs you 2 X ($74 + tax), let's say $160-180. If you will use it on a hotel that would otherwise cost you more than this total per night, including tax, go for it.

Otherwise, think about whether you gain any enjoyment or breakfast or whatever from the two $74 stays. Think also about whether the use of the certs would be an optional vacation, perhaps with many additional costs.
