This is a difficult decision for CX to make but I know why they did this.

They have a 77W + crew + pax stranded in YWG where there are no CX resources/staff to help them. There is no one there to help them get on other flights/arrange hotels/immigration or visas. If they wait for a plane from HKG it will be 20 hours +.

It is better for CX to cancel YVR flight and accommodate those PAX on CX888/AC flight or flights via US or even CX flights the next day.

Then they can use the crew + plane that was to fly to HK and take it to YWG and pick up stranded pax/crew/luggage/cargo and fly on to ORD. At ORD the original CX806 crew can get off and continue with their normal layover. The original CX807 crew can still fly this plane to HKG and probably the YVR crew can deadhead to HKG for the ORD-HKG flight.
They will probably bring some YVR ground staff to help with switching passengers to the new aircraft. There will be a switch from 77H to 77G resulting in less Premium seats/no F and different Y seatings so that will be a headache to sit people in the new aircraft even through the journey is 3hrs YWG-ORD.

At the same time the 77W from YVR can bring YVR based 77W engineers to assess the problem with the stranded aircraft. It makes sense to inconvenience theYVR pax because at least CX has staff and resources to re-accommodate those passengers in Vancouver. This is a very carefully considered operational decision
They will probably bring an extra YVR based cockpit crew to ferry the plane back to HKG once it is certified safe to fly again too.
Not sure about the exact situation. The FA did say that they were about to use the same aircraft because it should be fine. However, I think decision made by the CX management right inside the check-in counter seemed to indicate that the new aircraft is coming from YVR. The delay is 10 hours. My parents did say it's 8:00 - 8:30p.m. that they departed from YWG, so it made sense for the one from YVR considering it takes roughly 4 hours to get to YWG from YVR.
