Yup. Change fee is paid in "new money". Even though card is cancelled/expired, you can retrieve refund from issuer, although $32 might not be worth the hassle.
How can the issuer get me a refund? I am in a similar situation with a cancelled card but my refund is $2700 that is sitting in an "inactive ticket". Rather than going through the hassle with my credit card company on a refund, could I have united issue me an electronic travel certificate instead? I would think they would prefer to do this, but I do not know if it is possible from a system perspective.
