It's a lottery... I wanted a revenue upgrade (reissue) from J to F this morning and had I not been sure of how the system worked I would have been fobbed off with 'unavailable'.
In my experience, once you let EK staff (contract/temporary or otherwise) know that you understand the system, results are forthcoming.
Depending on interpretation, I'll hit Plat shortly, and will report back on Gold Nominee upgrades.
