Have you tried contacting Hertz, either by email or phone, their online contact form, or using the retroactive credit form? I personally am not familiar with European partner agencies and how that fits into receiving rental credits. I have found Hertz on Twitter (@Hertz) to be very responsive and if you use Twitter, they can probably point you in the correct direction if they can't answer your question or mend the situation themselves.
