I've edited the original thread title to more clearly express the OP's question.

Contrast:
  • Stated Language: "After a second qualifying stay with arrival between 2/28/13 and 5/15/13" technically means valid arrival dates are 3/1/13 through 5/14/13.
  • Alternate Language: "After a second qualifying stay with arrival from 2/28/13 through 5/15/13" would mean valid arrival dates are 2/28/13 through 5/15/13.
It's a legitimate question, one which perhaps has been asked and answered previously, but I'm not a CP expert so I can only guess.
