But ，no idea, it is a targte off or not.
The link above (which was on Aeroplan's site as well) does not fill in the promo code correctly which means you cannot register for it. I reached out to IHG (as mentioned on RC) and they provided me with the correct link (and promotion code) although they still need to update the wording on the page:
