"Security closure" is a red herring -- Citi knows exactly what's going on, and calling it a security closure is just a convenient excuse so they don't have to use the real reason (which is basically "we don't want to pay out on the deal we advertised").
Maybe it is because they feel that spending over $100K in a month is a sign of money laundering.
