Has anyone heard of Visa entry requirements being waived? Was talking with another soccer fan in Mexico City last month and asked if he planned on going to Brazil next year and if he has done his research on how to get a Visa, what it is good for, etc and he told me you don't need a Visa if you are going to a country that requires one but during a very peak travel time, such as the world cup or olympics, so the host nation just waives the visa requirements during the time of the tournament because they can't possibly process such a large number of Visas at once. Or something.

Russia has announced an intention to waive visa requirements for 2018 world cup ticket holders, and I believe that Japan had some sort of waiver in place when they co-hosted the world cup with South Korea.
