A bit of confusion here. You can always get the ticket and fly via LHR on to your final destination. What cannot be guaranteed is whether the Border Agency will allow you to leave airside and enter the UK landside.

If you are allowed to enter, then no problem. You can go to a hotel, museum, show, casino or anywhere else for that matter.
If you are denied entry, then you will have to stay airside. Then unless you have lounge access you will have only the enjoyment of LHR shopping and airport food for your layover.
