I think it's just poorly managed, but not such a bad idea. I have flown TLV-MRS twice in the last year but found that they could have done a better job on scheduling - i.e. scheduling the flights to MRS in a way that you can properly connect to other places without having to overnight at MRS. I'd even be willing to say that if they put on another TLV-MRS flight leaving MRS late at night that they could fill it, if they put connecting traffic through.
