All BA is doing is selling a particular discounted ticket that carries no entitlement to checked luggage and telling Golds that if they buy one they won't have an entitlement to checked luggage. To say that BA is 'penny-pinching' is logically identical to suggesting that it is 'penny-pinching' to tell a Gold with an economy ticket that it only entitles them to, er... fly economy.
