Why not just book the room in your name, and submit the expense to the employer. Unless you think the employer is for some reason going to resist paying that bill, and/or, she doesn't want to disclose that she's travelling with her spouse.
With regard to the Visa and foreign transaction fees, the fees would apply to charges at any merchant outside the US. The Hilton tag on the Visa card won't influence anything. Cheers.
