The FCL A is in Schengen, while the FCL B is non-Schengen. The former may be nicer but it's not convenient for everybody. I believe LH built the FCL A to be used by both Schengen and non-Schengen passengers but was not allowed to have passport control within the lounge (like the FCL in MUC) and it ended up as a Schengen lounge. It might explain why it's quieter than the other lounges.
