PE doesn't work, though, if it provides a new class that must be purchased in order to get upgrades into J of any sort and the fare difference is hundreds of dollars.
Doing this would cause a mass exodus of AA international elite flyers, and, because US airlines are not viewed very well outside (and even within) the US, doing this is like suicide.
Unless J and F service levels increase (product is easy to change, but culture is not)
