Does anyone know whether someone coming into Jakarta on a non-Garuda international flight can use the "Garuda-Indonesia Connection Counter" to deposit their luggage just retrieved from customs and check-in for a domestic Garuda flight? If so, this would seem to speed things up considerably compared to having to get out of the secure area and go to the street-level check-in.

There is no need to exit to the street level, you just need to show your onward ticket on Garuda, best make sure it is printed on paper for convenience, and you can enter via a small passageway on the same terminal once you clear customs. Garuda uses concourse F for their domestic flights and most international flights will have you arriving via concourse. And have some Indonesian Rupiah ready to pay for the airport tax when you check in for the domestic flight.
