If you manage to find one, use "NFC TagInfo" free in Google Play (Store) - runs on my Nexus 7 (or 4) on Jelly Bean - prefer to run on stock (unmodified) rom. As others noted, it DOES not read all NFC chips.
The passport's RFID chip might've been exposed to a strong magnetic field and damaged, making it unreadable so I would've go nuts trying various means to read it. If it's faulty, then it will need to be replaced as it's most likely not a one-time thing unless the reader is defective.
I'll wait and see what happens next week, as I don't have easy access to a chip reader. If it doesn't work, I'll contact the city (who deals with passports here), maybe they have a way of checking. At $150 I sure hope I'm not responsible to have it changed. And no I did not treat it rough.
