I read it the same way, assuming this was for the BAPP:
First £4.5k spend = 1.5 avios per £1 = 6750 avios
Next £5k spend = 3 avois per £1 = 15000 avios
It would be good is the dates aligned with the £10k spend for the 241, especially if the spend was with BA, but certainly not worth carrying a balance for.
