I agree there is some randomness. I was surprised to get an instant approval for my amex PRG. It was my 2nd credit card ever and I had pretty much no credit history other than my 1 year old citi card and being an authorized user on my mom's card. I did get lucky though that I opened the card back during the "household income" days, so I put a very large income.
