That is the standard verbiage used with other service options as well. When there are no exclusions, it means that all of the brands listed participate. If you can find a list of non-participating properties, please share the link and I'll add it. Otherwise, any property that is one of the aforementioned brands is, by definition, participating, and if they tell you otherwise, they're incorrect. Give your GC info and politely tell them to charge it when they have the time, and walk. If they screw you, corporate will resolve later and you can often get compensation out of it.

Irrelevant. Marriott is a US-based corporation and you can bet there's be an international uproar if Marriott employees were conspiring to help falsely imprison customers. It's not about the local police; it's about what the Marriott employee does. This wouldn't be an issue related just to GC use, but to any issue. In all Marriott properties, regardless of country, you've already authorized valid payment before you've checked in. Local law variations don't alter that fact.

All hotels mentioned as participating brands are under the Marriott corporate umbrella.
