I am struggling to understand the withdrawal of beef (if that is correct).

If you have customers who have fears that need to be allayed, wouldn't it be better to serve great beef with a guarantee that it, er, is beef, rather than withdrawing it entirely? (What does a suspicious or cynical mind conclude from the latter course of action? )
