Speaking as a former (looong time ago) airport LEO, I can say anything like that would be considered as if the fire/electrical/explosion/whatever were an attempt at a diversion for the purpose of avoiding or bypassing the Immigration checks. Emergency plans are already in place in every airport to evacuate everyone to a secure location until it can be sorted out. If it happens, plan on delays getting to your destination.

Such plans don't necessarily always go according to plan, and the plans themselves can be death traps of sorts.
If I were ever in such a mess where I was witness to an explosive act of terrorism in the "passport control" area of the arrivals hall, then you can bet that I don't want to be in the "secure location" area where people are "congregating" according to a pre-incident "plan".
