Can you trust the "green" highlight that browsers use to confirm that the
website has an Extended Validation Certificate?

NOT if you are using Internet Explorer. MS decided to provide IE with a feechur that
can be used to display the "green" (better than bare padlock icon) ... even when there
is no EV certificate.

Firefox, Chrome, Safari & Opera seem to have implemented EV validation correctly.
