I cannot answer the question about interlining, but i took the SGN-BKK flight several times (usually the cheapest option, the flight is never full and economy is fine for a 1 hour flight). Immigration was always pretty empty at that time. Usually out of the customs area in less than 30 min after landing (lots of walking, the use one of the gates furthest away from immigration).
Even if they don't interline your should be ok.
