The logical reason is that some airlines take a dim view of people being effectively allowed to 'buy' award seats for cash and hence do not let BA offer this on their redemptions.

Look at Avianca, for example. For under £1,000 I can buy outright enough miles for a Business Class return tickets from Europe to North America. Hard to believe that some Star Alliance partners are not desperately unhappy about this. Especially as Avianca refuses to add fuel surcharges either.
