It's not unusual for the customs area to be evacuated. It happened at JFK a few months ago, Miami earlier last year (fake grenade in a bag at JFK, suspicious package in Miami) and a few years ago somebody left a package of foul smelling peppers in the garbage in Lauderdale.

All airports have evacuation plans in place, they probably address what has to happen.
